President Steve Athey founded Health Care Visions in response to his perception of a growing need for EMS-specific consulting services. Thirty years of experience in EMS, much of it spent leading both stand-alone and multi-site ambulance operations, had convinced Steve that the prevailing cookie-cutter approach to EMS management simply wasn't working. He set out to build a company that could effectively deliver specific solutions for distinct issues. 

 





Entering its fifteenth year of operations, Health Care Visions has developed a consulting network of experts that can bring the talent of industry leaders to a project as needed. The Health Care Visions team is just as comfortable working on a single-site, short-term assignment as implementing a long-term multi-faceted project. President/owner Steve Athey functions as lead consultant for Health Care Visions, based in North Texas. Steve founded the consulting firm after over thirty years of service in the ambulance business.

Beginning with employment as an EMT in Eugene, Oregon, Steve's career spans a wide variety of experiences within the EMS industry.

Prior to establishing his own company, Steve was in a senior leadership position for a major, publicly-traded firm. Employing industry specific strategies, Steve has led several organizational turnaround. in Fort Worth, improving profitability and efficiencies dramatically in less than two years. The MedStar system and another system under Steve's direction, Amarillo Medical Services, have both been recipients of the Texas EMS System of the Year Award.

Steve also served as Regional President for MedTrans' Northern California operations where his responsibilities included oversight of multiple sites and approximately fifty million dollars in annual revenue. In addition, Steve has operated two very large high performance systems specializing in efficiencies and deployment strategies.

Steve has developed and launched integrated transportation networks in managed care environments. He reengineered and consolidated an entire California division of four individual sites, resulting in improved operational efficiencies.

A member of the American Ambulance Association, Steve has served the Association as a board member, committee chair and Ethics Committee member. He holds a Master's Degree in Business from Texas Wesleyan University where he teaches in the School of Business.

David Higson's professional financial experience spans over twenty five years with extensive experience in the transportation and healthcare industries.

David's experience has centered on senior level financial management, accounting, budgeting and revenue cycle management in both the transportation and EMS markets.

David served as a Senior Vice President of Finance, and Chief Financial Officer for MedTrans Corporation (a wholly-owned subsidiary of Laidlaw). MedTrans provided a full range of medical transportation services from basic patient transit to the most advanced emergency care and pre-hospital assistance. It operated emergency (9-1-1) calls and response services for large and small communities all across the US. David's responsibilities included the management and oversight of the Controller, Human Resources department, Accounts Receivables and Reimbursement, Risk and Safety, and Information Systems. Between June 1993 and May 1997 MedTrans grew from $60 million to over $650 million and David played a key role in the acquisition and integration of over 100 companies that comprised the nation's largest medical transportation company and its subsequent integration with American Medical Response.

David presided over the creation and installation of proprietary software to handle the unique requirements of billing and reimbursement in the ambulance industry. Improved collection rates by 2% which resulted in a $26 million improvement to the bottom line. David developed and/or utilized several financial and pro-forma models to project financial impact and improve decision making, including:
• Rate setting and impact relationship;
• Fee Schedule modeling;
• Acquisition and expansion pro-forma models;
• Variable cost models; and
• Operational cost improvements.

David also gained extensive experience in the transportation industry working with Laidlaw who was the largest private contractor of student transportation in North America. David led a financial turnaround in the northeast region from losses of $12 million per year, to a 13% profit making it the most profitable school bus operation within Laidlaw. The region grew to nearly $250 million under David's leadership.

Additionally David has served as a manager with Clarkson Gordon (Canadian affiliation of Arthur Anderson) Coopers & Lybrand (now PriceWaterhouseCoopers). David is a graduate of Wilfred Laurier University, Waterloo Ontario, Canada (1970) with a Master of Business Administration, in Economics and Marketing David is a Chartered Accountant (CPA equivalent)

As a consultant for Health Care Visions, Ann is available to provide assistance in the areas of EMS billing operations, Medicare, and compliance.

Ann spent her early career as a Registered Nurse working in the areas of Medical/Surgical, Geriatrics, Administration and Education. After completing five years as Vice President of Patient Services at Oklahoma State University Medical Center, she moved her focus to EMS with an emphasis on billing processes and procedures with a special interest in ICD-9 coding and Medicare.

During her 22 year employment with the Emergency Medical Services Authority [EMSA] in Oklahoma, she developed internal billing and compliance policies, procedures and benchmarking processes.

From 1999 – 2010, she served as a member of the Medicare Regulatory Workgroup of the American Ambulance Association where she developed expertise in Medicare rules and policies. Ann was a partner in the development of Condition Codes which are now used by many ambulance services in lieu of regular ICD-9 coding.

Mark currently serves as a communications consultant for the California Ambulance Association, as editor of the Siren newsletter, and handles media relations for the CAA's annual Stars of Life event held in Sacramento.

He served 12 years as Director of Public & Media Relations for Hall Ambulance Service, located in Bakersfield, California, where Mark received nationwide recognition for his passion to tell the story of emergency medical services. This devotion led to his being honored with the County of Kern EMS Department's Outstanding Performance in EMS Award for developing a three part series, entitled, "EMS 24/7", which aired on KGET TV 17 (NBC) during sweeps in 2007.

Following the attacks on 9/11, Mark was commissioned to design a lasting tribute that has become a symbol for those EMS professionals who gave their lives that dreadful day. His efforts resulted in raising over $50,000 for the 8 year-old son of an EMT who responded to the Twin Towers.

He has extensive experience with public safety associations as well as more than two dozen political campaigns for College Trustee, City Council, Mayor, County Supervisor, campaign measures and a statewide reform act. Mark earned his Bachelor of Arts in Visual Communications from American InterContinental University, where he graduated Magna Cum Laude.
